The building sector is a sleeping giant for climate mitigation and adaptation. Today, the construction and operation of buildings are responsible for 38% of total energy-related carbon dioxide emissions. The sector consumes over a third of global final energy. By 2060, the floor area of buildings will double, with emerging and developing economies in warm and tropical climates experiencing the biggest increase.

The Partnership for Energy Efficiency in Buildings (PEEB) works to transform the global building sector by promoting sustainable building design, construction and operation. Through innovative financing and policy support, PEEB helps lower energy demand, reduce emissions, and unlock economic and environmental benefits for a climate-resilient future.

How we work
The process begins with expert policy advice and technical assistance to shape ambitious standards for energy efficiency in large-scale projects such as schools and hospitals.
At a later stage, by combining investment grants with technical assistance for professionals and decision-makers, PEEB helps remove final obstacles to the implementation of energy efficiency measures. Each project serves as a catalyst for broader national policies, encouraging investments in sustainable construction at scale.
Our unique approach
PEEB combines financing for energy efficiency in large-scale projects with technical assistance through policy advice and expertise for building sector professionals. Financing for large-scale projects or financial incentive programmes can boost market development and reinforce regulation. By setting ambitious conditions for projects, financing ensures that policy standards are applied or exceeded, and knowledge is put into practice, and serve as a door-opener for higher policy ambition in NDCs and strategies.
Global reach
Through tailored programs such as PEEB Cool, PEEB Med, and PEEB ASEAN, the partnership collaborates with governments, institutions, and professionals to adapt strategies that meet local climate and energy needs.

Advancing the global buildings and climate agenda
PEEB is catalysed by the Global Alliance for Buildings and Construction (GlobalABC) and supports the implementation of the GlobalABC roadmap “Towards low GHG and resilient buildings” and the Buildings Breakthrough.
PEEB was initiated by the governments of France and Germany at COP22 and it combines the expertise of its implementing agencies Agence Française de Développement (AFD), Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), and Agence de la Transition Écologique (ADEME).
